Pearl B. Rack Appointed as Interim Franklin Councilwoman

Former St, Mary Parish School Board member Pearl B. Rack has been appointed as interim Councilwoman District C by Franklin Mayor Eugene Foulcard and the City Council. Rack will serve the remainder of the term of the late Councilman Larry Guilbeau until a special election is held in March 2025.

As City Attorney Russell Cremaldi explained during the special council meeting Monday night, the city was bound by its charter to appoint an interim council member within 10 days of the vacancy. Monday was the 10th day of the vacancy since Guilbeau’s death. Had the council not acted within the 10 days, the choice would have been stripped from the Franklin officials and the appointment would have been made by Governor Jeff Landry.

Franklin officials asked the public to continue to pray for Guilbeau’s family, friends, and fellow city officials as he laid to rest this weekend.
