Joseph Foulcard Jr., who has served as the District 1 St. Mary Parish School Board member for several years has died. Foulcard passed away Saturday evening. His death was announced by his nephew, Franklin Mayor Eugene Foulcard on Facebook. Foulcard said “It is with great sadness that we must announce the passing of our uncle Joe Foulcard. Please keep our family in your thoughts and prayers.” Funeral arrangements are pending.
