Nationwide Emergency Alert Test on October 4 to Reach TVs, Radios, and Cell Phones

On October 4th, FEMA and the FCC are set to conduct a nationwide test of the Emergency Alert System (EAS) and Wireless Emergency Alerts (WEA) across all TVs, radios, and cell phones. The test will include two parts, focusing on WEA and EAS capabilities and will start at approximately 1:20 p.m. CST.

The WEA portion is aimed at individual cell phones and is the third nationwide test, reaching all compatible devices in either English or Spanish based on the phone’s language setting. The EAS portion, targeting radios and televisions, marks the seventh nationwide test in this category.

FEMA and FCC have worked with stakeholders such as wireless providers, emergency managers, and EAS participants to prepare for this test while minimizing confusion. The goal of the test is to evaluate the systems’ effectiveness in warning the public about national emergencies. If severe weather or other significant events cause postponement on October 4th, a backup testing date has been scheduled for October 11th.

Using FEMA’s Integrated Public Alert and Warning System (IPAWS), a centralized internet-based system capable of authenticating emergency alerts from authorities through multiple networks, the WEA test will be administered via code sent to cell phones. This year’s EAS message will use Common Alerting Protocol (CAP) through IPAWS-OPEN.

Only one message should be received by wireless phone users with participating cellular providers during the WEA testing period that lasts approximately 30 minutes starting at 1:20 p.m. CST. Wireless Emergency Alerts are designed to be accessible to everyone by utilizing a unique tone and vibration.

Regarding the EAS test, it will last roughly one minute and include radio and television broadcasters as well as cable systems, satellite radio and television providers, and wireline video providers. The test message will resemble regular monthly EAS test messages reminding the public that it is only a test and no action is required.
