Morgan City, La. — The Morgan City Police Department has issued a public safety advisory addressing the growing use of electric bicycles and electric scooters, urging riders to follow the law and prioritize safety.
Officials say that while e-bikes and scooters offer convenient transportation, their increasing popularity has led to rising safety concerns involving riders, pedestrians, and motorists.
“We want everyone to enjoy these devices safely,” said Police Chief Chad M. Adams. “Understanding the law and operating responsibly is key to preventing accidents and injuries.”
Safety Guidelines for Riders
The department is encouraging all riders to take basic precautions, including wearing helmets, obeying traffic laws, riding at safe speeds, and staying visible—especially at night. Riders should also yield to pedestrians and avoid distractions such as mobile phone use while operating.
Louisiana Laws on Electric Scooters
Under Louisiana Revised Statute 32:300.1.1, electric scooters may be used on sidewalks, bike paths, and roadways unless restricted by local ordinances. However, scooters must not exceed 20 miles per hour.
Riders are required to:
Travel as close to the right side of the roadway as practical
Keep at least one hand on the handlebars
Avoid carrying items that interfere with safe operation
Scooters must also be equipped with working brakes and lights or reflectors for nighttime use. Helmets are required for riders under 17.
Regulations for Electric Bicycles
Electric bicycles are governed by Louisiana Revised Statute 32:204 and are generally treated the same as traditional bicycles. Riders have the same rights and responsibilities as other cyclists and may use streets, bike lanes, and shared-use paths.
E-bikes must have operable pedals and meet federal safety standards. Modifying an e-bike to exceed its designed speed or performance may change its legal classification.
E-bike classes include:
Class 1 and 2: Maximum assisted speed of 20 mph
Class 3: Maximum assisted speed of 28 mph
Local governments may impose additional restrictions depending on the area.
Additional Enforcement and Local Rules
Authorities noted that certain high-powered or modified devices may be classified as motor vehicles, requiring registration, insurance, and a valid driver’s license. Municipalities, including Morgan City, may also adopt additional regulations.
Reckless operation could result in citations, fines, or confiscation of the device.
