FRANKLIN, La. – Franklin City Park, Broussard-Harris Park, Pecot Park, and Caffery Park play areas continue to be closed due to ongoing construction. Mayor Eugene Foulcard’s administration has been actively seeking grant funding and resources for various projects in Franklin, including infrastructure, police, fire, and quality of life initiatives. On September 8, 2021, the city submitted an application for the Love Louisiana Outdoors Program CDBG-CV grant from the Office of Community Development. The aim was to rejuvenate local parks across the city.
In May 2022, the City of Franklin received approval for the grant. As required by the federal regulations, an Environmental Review was conducted for all four parks, followed by a public bidding process. Hahn Enterprises emerged as the winning contractor and received the project contract in May 2023. However, supply chain issues have impacted the equipment manufacturing timeline.
Mayor Foulcard emphasizes that grant processes are lengthy and complex but are essential for revitalizing the city. He urges residents to support local businesses by shopping, dining, playing, and refueling within Franklin’s community. This support helps cover additional costs not included in the federal grant.
The ongoing construction includes new playground equipment installation such as swings and play pieces in addition to benches, BBQ pits, and floor structures. As a safety measure during construction, parents are asked not to cross caution tape or allow their children on playground equipment.
Mayor Foulcard expresses gratitude for public patience while these enhancements take place in all four parks in Franklin. In a previous statement about the Love Louisiana Outdoors grant of $400,000 to improve city parks’ facilities, Mayor Foulcard stressed his dedication to various citywide projects beyond Main Street revitalization efforts.
With new handicapped accessible equipment among other improvements being installed at each park location, Franklin’s parks are set to offer an improved recreational experience for every resident to enjoy.
